The voting results with legal effect on the “double reverse” taxation of the EU’s China PV on June 6th should not hold too much hope. The key is to finalize the ruling at the end of the year. There is no benefit to both sides in the trade war and a compromise will always be reached.

Recently, relevant reports on China-EU trade frictions continued to heat up. In the center of the storm in Brussels, the European Commission’s pre-vote for anti-dumping and countervailing taxation of Chinese PV products was carried out on the 24th. The result was Germany, the United Kingdom, and Sweden. The country expressed its opposition. It was expected by the deliberation of the former European Commission’s trade commissioner, De Gucht, that it would inevitably step up its efforts to lobby the relevant countries. It was intended to have a decisive June 6 vote, especially at the end of recent years. In order to obtain the approval of most of the member states, China will permanently impose high tariffs on its PV products exported to the EU or win higher bargaining chips. So, how is the current change achieved? What is the possible progress of this case? The author thinks:

First of all, the Chinese government's response and response to this case are in place. In particular, Premier Li Keqiang's first visit to Switzerland and Germany have achieved satisfactory results. From the choice of countries in Europe, we can see that clues. Li Keqiang's trip to Europe did not go to Brussels in the EU. Instead, he first went to Switzerland, which first recognized China’s full market economy status in Europe and basically completed bilateral free trade zone negotiations. We have repeatedly visited China’s visit with special strategic partnerships, our largest trading partner in Europe and Germany’s most important member state, and repeatedly stated that we attach great importance to the EU’s attitude toward China’s “double counterattacks” for photovoltaic and radio communication products, and advise the EU not to do so. We will not take people’s protection against trade protectionism. Otherwise, we will not sit idly by, and there will be no winners as a result of the trade war.

Secondly, there are major differences between the European Commission and the different member states in the "double reverse case" against China. The European Commission, headed by Trade Commissioner De Gucht, hopes to follow the footsteps of the United States, first impose a high punitive tariff of 47.6% on China's photovoltaic products, and then conduct “dual-reaction” investigations and launch sanctions on radio communication products. To prevent China's high-tech products from entering the EU market on a large scale, erecting protective walls for European companies in distress, and regaining some prestige for the European Commission and individuals whose influence in the European debt crisis is declining, and also raising the level of compromise for the final compromise. The asking price for opening China's service trade market and government procurement has been foreshadowed. Many member states, led by Germany, are unwilling to offend China and launch a comprehensive trade war between China and Europe, which injure their own interests and therefore advocate consultation and resolution. France, Italy, etc., who are in deep trouble with the crisis, are indifferent, trying to divert the public's attention and domestic contradictions.

Finally, we should not hold too much hope for the voting results that have the legal effect on the “double reverse” taxation of the EU’s China PV on June 6. Because according to the EU's relevant working rules and procedures, the European Commission can initiate temporary punishment and taxation even if it encounters a considerable number of member states' opposition. This can be emphasized at the joint press conference of German Chancellor Angela Merkel at the China-Germany Premier. In order to avoid the emergence of permanent penalties, we can't expect Degussa to repent. The key is the final ruling at the end of the year. There is no benefit to both sides in the trade war. A compromise will always be reached. Whoever wins or loses depends to a large extent on the position and attitude of the EU member states, and depends on the correct judgment and courage of our government in assessing the situation. The determination of the response and the patience of the repeated game depends on the professional qualities of the professional negotiators and negotiation skills. It depends on the entrepreneurial grasp of the market and the ability to respond to new challenges and perseverance.
