After more than four years of hard work, the energy consumption per 10,000 yuan of GDP in Jinan City of Shandong has dropped by 18.6%, and the energy consumption per 10,000 yuan of industrial added value has dropped by 27.19%. The measurement benchmarking model enterprise is a carrier to guide enterprises to carry out energy conservation and consumption reduction activities.

Cement is a high-energy-consuming industry, and coal-fired electricity consumption accounts for more than 80% of cement production costs. Jinan Shanshui Group, as the second largest cement group enterprise in the country, attaches importance to energy metering and has established a set of headquarters with energy measurement data as the basis for assessment. The four-level management system of the company, workshop and team, between the layers, between the process and the process, is calculated by the conversion cost of the measurement data. The energy consumption per ton of cement of the group company drops to the best level in the industry. The products are very strong regardless of quality and price. The competitiveness of the company has achieved energy conservation and win-win results, and has been awarded the “Energy Measurement Benchmarking Enterprise” in Shandong Province. It held the energy measurement on-site meeting of key energy-consuming enterprises in the city for two consecutive years, and promoted the experience of Shanshui Group to rely on energy measurement management to realize energy-saving and efficiency-enhancement among the 100 key energy-saving enterprises in the city. After nearly three years of hard work, 20 high-energy-consuming enterprises such as Jinan Iron and Steel Plant, Jinan Shengquan Group and Luxi Chemical have gradually launched the “Energy Measurement Benchmarking Enterprise” creation activities, and combined with the characteristics of the enterprise to measure energy. The data is a quantitative indicator, and the comprehensive energy consumption, process energy consumption, and key individual indicator evaluation system of tons of products are established, which has achieved obvious effects in energy conservation and consumption reduction, and the comprehensive competitiveness of enterprises has been significantly improved. From January to September 2010, the company produced 787,400 tons of iron, with a total energy consumption of 447,100 tons of standard coal. The energy consumption per unit of product was 47,000 tons of standard coal in 2005, and the excess of 38.7% completed the provincial government's energy-saving target.

Mobilize large and medium-sized key enterprises to “seek inward and continue to benefit from management”, and promote the standardization management as a shortcut to improve enterprise management and technology level, and drive the industry to tap the potential of energy conservation and consumption reduction. Jinan Cigarette Factory introduced the new management standard requirements such as “Energy Management System Requirements” while implementing Sigma management, and established an energy technology standard system, an energy management standard system and an energy conservation work standard system that are synchronized with the original quality management system. Through the effective operation of the standard system, the “hard” indicators of energy conservation and emission reduction are decomposed into individual production and operation links to achieve standardized, scientific and standardized management of energy conservation work. In recent years, the Quality Supervision Bureau of Jinan has successively formulated the “Implementation Opinions on Promoting the Energy Conservation Supervision of Coal-fired Industrial Boilers” and the “Energy Conservation Work Plan for Coal-fired Industrial Boilers”, and put forward the specific objectives and measures for energy-saving supervision of coal-fired industrial boilers. Guide key enterprises and county-level energy-saving departments to achieve energy-saving and emission reduction purposes by eliminating high-energy-consuming boilers and carrying out energy-saving technological transformation.

The Zhangqiu Quality Supervision Department took the lead in carrying out demonstration tests on boiler energy conservation supervision, mobilized enterprises to eliminate special equipment such as high-energy-consuming boilers, and mobilized new large-scale steam boilers in Zhangqiu Thermal Power Plant to replace 4 small boilers, saving annual coal consumption of more than 10 million yuan. The energy saving effect is obvious. Up to now, the city's enterprises have eliminated 426 coal-fired boilers, saving a total of 88,613.07 tons of standard coal.

According to the relevant person in charge of the Science and Technology Department of the Quality Supervision Bureau of Jinan, the bureau gave full play to the advantages of scientific research and promoted energy conservation work with the research results of patented technology. The chief inspector and researcher of Jinan Boiler Inspection Institute, An Baofeng, has been leading the research and inspection personnel in the institute to carry out scientific research services for several years, and using the patented technology of desulfurization and anti-corrosion to develop a successful boiler circulation system to transform the boiler and heat exchange cycle. The system improves the energy efficiency of the boiler, and the test results prove that energy saving is more than 30%. At present, the energy-saving scientific research service team of this institute is carrying out energy-saving technical transformation of 16 heating boilers and circulation systems of large-scale thermal power companies such as Jinan Beijiao Thermal Power Plant, Jinan Thermal Power Company and Zhangqiu Mingshui Thermal Power Plant. It is expected that this alone will save this winter. Energy 6000 tons of standard coal.
