Regulatory conditions point out that the copper smelting enterprises that newly build and transform copper concentrates and copper-containing secondary resources must have smelting capacity of 100,000 tons/year or more. Encourage large and medium-sized backbone copper smelting enterprises to simultaneously handle copper concentrates and secondary resources containing copper. The current production scale of copper smelting enterprises using copper-containing secondary resources as raw materials shall not be less than 50,000 tons/year. The minimum capital ratio of copper smelting projects must reach 20%.

In addition, the specification conditions also put forward requirements for related companies such as energy consumption, comprehensive utilization of resources, and environmental protection. According to the regulatory conditions, new and reconstructed projects should simultaneously build supporting on-line pollutant monitoring facilities and be networked with local environmental protection agencies. Existing enterprises should be completed by 2014. The final waste slag of the copper smelting enterprise must be detoxified.
