The Energy Bureau said that there may be a persistent shortage of electricity supply and demand contradiction this winter.

Today, the National Energy Administration held a press conference on the peak summer in Beijing. Hao Weiping, deputy director of the Power Department of the National Energy Administration, said at the meeting that the peak summer of this year is generally stable. It is expected that the power supply and demand situation in this winter and spring will not be optimistic, especially in the areas with large proportion of hydropower in the south and China, and some thermal power In coal-producing provinces with low electricity prices, there may be continuous power shortages, and the contradiction between supply and demand is more prominent.

Hao Weiping said that in the first half of this year, the electricity consumption of the whole society increased rapidly. As of the end of August, the national electricity consumption reached 3.12 trillion kWh, an increase of 11.9%. Among them, the peak electricity consumption in the summer months of June, July and August reached 1.27 trillion kWh, an increase of 11.2% over the same period last year. During the peak summer season, the national electricity load has remained at a high level. The national daily electricity reached a maximum of 15.097 billion kwh, an increase of 8.15%.

In terms of power supply, Hao Weiping said that during the peak holiday, the power supply encountered great difficulties and local contradictions were prominent. He further explained that on the one hand, large-scale continuous drought occurred in most parts of the South, and key hydropower plants, including the Three Gorges, entered the evening, the water supply was small, and the areas with higher hydropower ratios were more difficult. On the other hand, power generation companies have deepened their losses. Many coal-fired power companies have difficulty in turning their funds, which has affected the normal power generation operation to a certain extent. The coal-fired shutdowns, output declines and unplanned outages are prominent. In addition, due to the relative shortage of power generation and grid constraints, it also affected the power supply in a few areas.

Hao Weiping said that the power supply has encountered great difficulties, and the thermal power enterprises have made great contributions, and the utilization rate of power generation has been continuously improved. From January to August, the average utilization rate of thermal power equipment in the country was 3,557 hours, the highest level in the same period since 2008, and the output of thermal power reached a high level in recent years. At the same time, due to the overall dryness of the main rivers in the country, the hydropower output has dropped significantly. From January to August, the average utilization time of hydropower equipment was only 2,100 hours, 177 hours lower than the same period of the previous year, which was the lowest level since 2006. Among them, in May, July and August, there was even a negative year-on-year growth; in August, the hydropower generation capacity of power plants above designated size was 65.6 billion kWh, down 14.9% year-on-year.

For the supply and demand situation of electricity in this winter and the next spring, the National Energy Administration predicts that electricity is not optimistic. Hao Weiping said that although the growth rate of electricity consumption in the fourth quarter of this year will be slightly lower than that in the first half of the year, it will still be at a high level. At present, the adjustable power generation and energy storage value of major hydropower stations are reduced by 30% to 40% compared with the same period of last year. The water supply in autumn is limited, and the output of winter hydropower is lower than normal.

Based on the above factors, considering the uncertainty of the winter climate, Hao Weiping expects that some parts of the country will still face different levels of power supply. In particular, areas with relatively large hydropower in the south and Huazhong, as well as some coal-producing provinces with low on-grid electricity prices, may continue to lack electricity, and the contradiction between supply and demand is more prominent.
