This year, the comprehensive construction of hydropower plans to adjust hydropower development is the trend

Premier Wen Jiabao of the State Council pointed out in his government work report this year: "We must actively develop hydropower and increase the proportion of new energy and renewable energy." And the Central Bank and other seven ministries and commissions recently released "Opinions on Further Reform and Development of Financial Services for Water Development". It is also clearly stated that it is necessary to increase the number of hydropower stations through capital injection, subsidies, and reorganization to support the reform and development of the water conservancy industry. In this regard, the industry sources said that the government work report for the full-scale construction of hydropower this year, will open up huge space for the development of hydropower.

The development of hydropower is a major trend. The huge gap in total power supply is an important reason why the country promotes the development of hydropower. According to the latest forecast of the Electric Power Enterprise Association, China's electric power growth rate will slow down in 2012, the overall electricity supply and demand will remain tight, and regional, seasonal and seasonal power shortages will be more prominent. The CEC’s “National Electricity Supply and Demand Situation in 2011 and Analysis and Forecast in 2012” believes that under the overall tone of the work of steady progress in China this year, the growth rate of electricity will fall back, and it is estimated that the entire society will use 514 million electricity for the whole year. In kWh, the growth rate dropped from 11.7% in 2011 to between 8.5% and 10.5%.

Recent data shows that in 2011 Huazhong Power Grid had a power gap of up to 10 million kilowatts. According to the forecast, in 2012, the maximum power shortage of Central China Power Grid is about 8 million kilowatts, and the rate of power shortage is 6.5%. In 2012, the maximum power demand of East China Power Grid is expected to be 200 million kilowatts, and the maximum available power of the entire network is 190.53 billion kilowatts. Therefore, there is a power shortage of more than 4 million kilowatts during the summer peak period of East China Power Grid, and the degree of power shortage in Huazhong Power Grid exceeds that of East China Power Grid for the first time.

In contrast, the hydropower resources in the southwest region account for about 67% of the national total, and the installed capacity and annual power generation account for about 50% of the country's total exploitable volume, while the development of hydropower resources in the southwest region is only 17%, and the development level is low. Has great potential for development.

According to industry insiders, from the perspective of regional development, the construction of large-scale hydropower stations in the southwest region can transform its resource advantages into economic advantages and promote economic development in the southwest region. From the point of view of power transmission, the distance from the southwest region to the Pearl River Delta and other regions is relatively close, which is conducive to power transmission.

In addition, the next five years will be a period of substantial growth in energy demand, a period of optimizing energy structure, a period of implementing energy conservation and emission reduction, and a new opportunity for the development of hydropower. In order to realize the energy saving and emission reduction target in 2020 and the proportion of non-petrochemical energy accounts for 15%, hydropower will assume the important task of adjusting energy structure in China.

Sun Jianping, an analyst at Guotai Junan, believes that the promotion of the national level will cause problems such as immigration and environmental assessment that have plagued prior hydropower construction. The new EIA regulations clarify the review principles, review procedures and organizational forms of the hydropower planning report and the planning environmental impact report. The clarification of the overall guidance rules will promote the orderly development of hydropower.

Increased investment in hydropower equipment Qu Xiaoyu, member of the 11th National Committee of the Chinese People's Political Consultative Conference and former general manager of Datang Group, pointed out that in the current situation, the role of hydropower in realizing the share of renewable energy consumption by the end of 2015 reached 11.4%. In 2012, the approved target for hydropower start-ups set by the National Energy Administration was 20 million kilowatts, a year-on-year increase of 57%, which is the largest increase in recent years. According to the “Twelfth Five-Year Plan”, 2/3 of the 11.4% target must be achieved by hydropower.

Recently, the National Development and Reform Commission approved five large and medium-sized hydropower projects in the Dadu River and Jinsha River basins. The cumulative installed capacity of the project reached 5.8 million kilowatts, and the cumulative annual power generation is expected to reach 24.764 billion kwh. The five projects are subordinated to Guodian Group, Huaneng Group, Huadian Group and China Hydropower Construction Group, with a total dynamic investment of over 60 billion yuan.

The forthcoming "12th Five-Year Plan" for renewable energy is even more explicit. During the "Twelfth Five-Year Plan" period, six major hydropower bases, such as the Jinsha River, Yalong River, Dadu River, Lancang River, Nujiang River, and the upper reaches of the Yellow River, as well as Brahmaputra and There will be more than 60 key hydropower stations in other rivers.

According to statistics, from January to February 2012, China's power infrastructure investment totaled 45.1 billion yuan, an increase of 22.89% year-on-year. Among them, the most rapid growth was in hydropower. Hydropower investments in January and February reached 16.3 billion yuan, compared with 8.5 billion in the same period of last year, an increase of nearly 100%.

At present, local governments have increased investment in hydropower equipment. It is understood that Chongqing Wushan County will strive to invest 550 million yuan this year to complete various water conservancy and hydropower investments. According to Zeng Xuqing, director of the Wushan County Water Affairs Bureau, this year, Wushan County will speed up the development of the Houxi River hydropower resources and the construction of the Shizhangzhang Hydropower Station; accelerate the development of rural hydropower, and fully complete the construction of the Longxi Shaba Power Station and the Shishi Yuxixi Power Station; Pingxiang Hydropower Station Civil Engineering. The provincial government of Yunnan Province has recently held a conference on water conservancy construction and drought relief in the province. The province plans to include hydropower stations and reservoirs in the province's unified water resources management.

â– The three projects in the Dadu River Basin, the five large and medium-sized hydropower projects approved for extension, are the Shaping II hydropower station, the Pingyao I hydropower station, and the Angu hydropower station. Shaping II Hydropower Station installed six sets of 58,000-kilowatt bulb tubular turbine units with a total installed capacity of 348,000 kilowatts and an average annual power generation of 1.61 billion kwh. The Pillow Dam-1 hydropower station installed four sets of 180,000 kilowatts of axial-flow paddle-type turbine-generator units with a total installed capacity of 720,000 kilowatts and an annual average power generation of 3.29 billion kwh. Angu Hydropower Station installed four sets of 190,000 kilowatts and one 12,000 kilowatt axial-rotating paddle-type turbine-generator set with a total installed capacity of 772,000 kilowatts and an annual average power generation of 3.144 billion kwh.

The two projects in the Jinsha River Basin are the Lutila Hydropower Station and the Longkou Hydropower Station. The Ludila Hydropower Station has installed six sets of 360,000 kilowatt mixed-flow turbine-generator units with a total installed capacity of 2.16 million kilowatts and an annual average power generation of 9.323 billion kwh. Longkou Hydropower Station installed five sets of 360,000 kilowatt mixed-flow turbine-generator units with a total installed capacity of 1.8 million kilowatts and an annual average power generation of 7.396 billion kilowatt-hours.
